I keep wanting to refine the definition of "dependencies" here to "variable dependencies" or "stochastic dependencies." No one objects to a "dependency" on AWS (at least in this context) because it does not usually introduce unacceptable latency.

Really the problem is human-in-the-loop coordination/dependencies
