I agree, if the leaders have the right mindset. If they have the wrong mindset OKRs can become another way to top-down handout work, repeating the mistake @nick.jenkins described.

Which is easier to implement? DevOps from the bottom up or Top-Down? quite often, leadership or top management or even middle management have other priorities. Everyone may speak DevOps but not really practicing it. Somewhere lies a bottle-neck when it comes to implementation. I am curious to what others have done to address the issue.
