Wonder if anyone works with a team of SAP BASIS Administrators to run SAP Ops. The DEVs are running agile, but deploys are not automated, quality is impacted. How can we approach this issue?

I saw a lot of great talks regarding measuring the right things! Do people have some resources or blogs on what would be the right (and wrong) things to measure as far as developer productivity and/or devops transformation in an organization? I also saw a lot of mentions to "Value streams" which is a term I hadn't heard before with so much emphasis, likewise if some people have some resources to dig deeper would love to check!
